【讲座内容】
Previous research on merit-based bureaucracies has primarily examined their impact on overall state capacity and governance performance. However, little attention has been paid to how the bureaucratic system shapes the distribution of public goods provision and resource allocation across regions. This paper fills this gap by exploring how regional ties to senior civilian officials influenced the allocation of famine relief and tax reductions during the Qing dynasty. Using comprehensive biographical data on senior officials and detailed records of state disaster responses, we find that a prefecture’s likelihood of receiving famine relief increased by 3-5 percentage points, approximately 20% of the mean probability, when it was the hometown of a senior official. The effect was most pronounced when the senior official had direct control over fiscal decisions and when the region had ongoing connections to the incumbent leadership. Additionally, a large language model-based textual analysis of memorials to the throne reveals that extreme weather events in connected regions were more likely to be reported to the emperor, and such memorials were more likely to elicit detailed responses. These findings highlight the critical role of regional ties in determining the allocation of fiscal resources and public goods, such as famine relief, during the Qing dynasty. The results point to a governance model that supports the notion of “feudalism within a centralized bureaucracy,” where a region's presence in the central bureaucracy enhanced its representation in distributive politics.
